Job Description

Job Summary

To support the Head Air Navigation Standards & Air Traffic Controller Licensing Inspectorate as follows:
Assist the Head Air Navigation Standards & Air Traffic Controller Licensing Inspectorate in implementing mainly five of the eight critical elements of an effective safety oversight system:

  • CE 2- Specific Operating Regulations.
  • CE 5- Technical guidance, tools and the provision of safety-critical information.
  • CE 6- Licensing, certification, authorisation and approval obligations.
  • CE 7- Continuous Safety Oversight.
  • CE 8- Resolution of Safety Concerns.

Work activities include periodic surveillance of Air Traffic Services (ATS), Search & Rescue Service (SARS), Air Traffic Controller (ATCO) licensing and ATCO Training organisations for compliance with promulgated technical standards and associated procedures, and for approval and certification, as appropriate. Assess ATS and SARS Operations Manuals, ATS Safety Management Manual and Training Manuals, and other relevant documents for approval and acceptance, as appropriate. Assess ATCO Licensing and Training and Procedure Manuals, and other relevant documents for approval. The post holder also supports the Head Air Navigation Standards and Air Traffic Controller Licensing Inspectorate in reviewing applicationsfor ATS, SARS, ATCO licences, ATCO Initial, Unit, Continuation and Specialised training programmes and English Language Proficiency Assessment (ELPA) services for approval, certification and licence issue, as deemed appropriate.

Principal duties and responsibilities

CE 2 – Specific Operating Regulations

  • Keep abreast with national and internationalchanges to regulations and technical standards in the fields of ATS, SARS and ATCO Licensing, Training and Medical Class 3 Assessment and ELPA.
  • Provide basic regulatory or technical standard interpretations to the industry.
  • Review and comment on proposed changes to national or international regulations or technical standards.

CE 5- Technical guidance, tools and the provision of safety-critical information

  • Keep abreast with certification and surveillance technical procedures and guidance for ATS and SARS, ATCO licensing, and training organisation, medical Class 3 and ELPA standards.
  • Recommend where necessary changes to approval, certification and surveillance technical procedures and guidance for ATS, SARS, ATCO licensing, and training organisation.
  • Medical Class 3 and ELPA standards.
  • Identify the needs for industry guidance material for the implementation of applicable regulations and standards.

CE 6- Licensing, certification, authorisation, and approval obligations

  • Conduct initial inspections of new ATS and SARS providers, ATCO training organisation, ELPA services and supporting services regarding qualifications and experience, managerial ability, adequacy of staff, facilities, equipment, manuals, documents, etc., prior to approval and certification.
  • Conduct initial audits in the implementation of new ATM and SAR systems and associated procedures.
  • Compile reports on all assessments, inspections and audits performed.
  • Inform the Head Air Navigation Standards & Air Traffic Controller Licensing Inspectorate, in writing, on inspection and audit findings of ATS and SARS providers, ATCO training organisations and ELPA services.
  • Evaluate and report on acceptance of corrective actions proposed by the ATS and SARS providers, ATCO training organisations and ELPA services regarding qualifications and experience, managerial ability, adequacy of staff, facilities, equipment, manuals, documents, etc., prior to initial approval and certification.
  • Collaborate and coordinate with Personnel Licensing Office on all technical and regulatory air traffic controller licensing activities.
  • Collaborate and coordinate with Personnel Licensing Office, the initial and continued surveillance of air traffic controller training organisations for approval and certification, in accordance with current licensing technical standards and associated procedures.
  • Prepare aviation law examinations in collaboration with Personnel Licensing Office.
  • Conduct acceptance tests and surveillance on prospective ATC Assessors and Instructors as and when required.
  • Prepare review documents for the purpose of revalidation and renewal of approvals or certificates.
  • Review proposals of amendment to the manuals, submitted by the ATS and SARS providers, ATCO licensing, approved ATCO training organisations and certified ELPA services.

CE 7- Surveillance obligations

  • Conduct periodic surveillance of the ATS and SARS providers, ATCO licensing, approved ATCO training organisations and certified ELPA services in accordance with applicable technical standards and associated procedures.
  • Compile reports on all surveillance activities performed.
  • Inform the Head Air Navigation Standards & Air Traffic Controller Licensing Inspectorate, in writing, of findings on surveillance activities of ATS and SARS providers, ATCO licensing, approved
  • ATCO training organisations and certified ELPA services.
  • Evaluate and report on acceptance of audit corrective actions proposed by the ATS and SARS providers, ATCO licensing, approved ATCO training organisations and certified ELPA services.
  • Make recommendations to the Head Air Navigation Standards & Air Traffic Controller Licensing Inspectorate, concerning conditions that may be imposed considering results of surveillance activities.
  • Monitor corrective action implementation by the ATS and SARS providers, ATCO licensing, approved ATCO training organisations and certified ELPA services in response to findings of surveillance activities, for closure.

CE 8- Resolution of safety issues

  • Regularly prepare the status of resolution of safety issues emanating from surveillance activities.
  • Keep the Head Air Navigation Standards & Air Traffic Controller Licensing Inspectorate appraised on findings, resolution level and major deviations to the accepted corrective action plans.
  • Inform the Head Air Navigation Standards & Air Traffic Controller Licensing Inspectorate, on matters of revocation, suspension, variation, or conditions that may be required because of major findings.
  • Make recommendations to the Head Air Navigation Standards & Air Traffic Controller Licensing Inspectorate on enforcement actions where necessary.
  • Investigate and report on possible violations of regulations and/or standards and investigate air traffic related occurrences, which are subject to mandatory reporting.
  • Make recommendations for remedial actions as necessary.

Job Requirements

Minimum Qualifications/Skills/Experience

  • 5 years as Air Traffic Controller.
  • Aerodrome, Approach and Area Control Ratings;
  • Air Navigation standards and regulations.
  • Rules of the Air standards and regulations.
  • Search & Rescue standards and regulations.
  • Air Traffic Controller Licensing, Training and Medical Certification standards and regulations;
  • Search and Rescue Administration;
  • Safety Management Systems.
  • Quality Management Systems.
  • Air Traffic incidents investigation and analysis techniques and procedures.
  • Risk Assessment and Management.
  • Computer skills (Microsoft Tools, data processing and management systems).
  • Ability to adapt to and facilitate changes to ATM and SAR systems.
